Please let us know what do you mean by "the PAS can not be accessed", what error did you find or encounter?

dev_ms/dev_ms.old from ASCS work folder( from both 2 HA nodes )
From the message server trace file, we could see the IP addr of 2 HA nodes:

And from dev_disp, we could see the dispatcher kept connecting to msg server through IP:port 10.0.234.14:3901.
As your system is running on HA, so we should set below parameters to HA virtual hostname in DEFAULT.PFL:
rdisp/mshost
enque/serverhost
Afterwards please check whether ASCS switch over works as expected.
