WebAPI的用户身份认证与MVC一样都是通过Attribute进行验证,此处定义了一个抽象基类,子类需要实现根据合作号获取合作用户信息的抽象方法

实际可以在需要身份验证的ApiController上增加[Authentication],也可以写一个基类,然后需要身份验证的ApiController继承自该基类
