Prior to widespread use of the Internet, telecommunication service customers used only standard telephones, fax machines, or dial-up modems to communicate on a worldwide basis. To connect to the outside world, these applications typically used the public switched telephone network (PSTN), which consists of twisted-pair cop- per wire links that run from customer premises to local telecommunication switch- ing (distribution) centers. Except for occasional holidays when large usage peaks can occur, this PSTN traffic flow followed regular and predictable patterns with limited connection times. In this scenario, telephone companies concentrated on building high-capacity networks up to a local distribution point. Beyond that point, connec- tions to the customers’ premises were by lower-speed copper wires.
