Oracle offered a very low price at $16 a share almost no premium at the beginning. Oracle raised its offer several times and even lowered it once during the course of the hostile bid. Finally, the price is $26.5 per share. At the beginning, I think it was like an attack to PeopleSoft by just arguing they couldn’t possibly stay independent and offered such a low price. When upbraided by the financial community and losing ground in press, Oracle quickly raised its bid to $19.5, obviously, at the beginning, Oracle just wanted to cripple PeopleSoft as a competitor for offering such a low price to benefit itself. But later, it adjusted the price several times and offered an acceptable price finally.
