Network Emulator for Windows Toolkit(NEWT)微软出品的网络仿真器， 可以模拟不同类型的网络,还可以设置网络延迟、可用带宽、排队方式、丢包率、数据包的重排和错误传播等参数。Network Emulator包含在vs2010中但也有独立安装包，本文以vs2010为例，vs2008中也含有Network Emulator但不如vs2010中的功能强大。
