I. General Rules RULE 1: Introduction All the following rules for Hunan University Model United Nations Conference 2012 (HNUMUN2012) are self-sufficient., and shall be considered adopted in advance of the Conference. No other rules of procedure are applicable. RULE 2: Language English shall be both the official and working language of Hunan University Model United Nations Conference 2012. RULE 3: Quorum A two-thirds majority which is calculated by dividing the number of all Member States in plenary sessions or Committees by three and multiply by two (rounding up on fractions) shall constitute a quorum. The President or The Chair shall determine whether a quorum is present. A quorum must be present for Plenary Sessions or Committees to discuss, vote, or take any kind of action on any matter. Quorum will be taken at the beginning of each session and before the voting procedure by means of Roll-Call. RULE 4: Voting Rights Each Member States shall have one vote. Decisions on substantive matters of the Plenary Sessions or Committees shall be made by two-thirds of the Member States present and voting, while on procedural matters by a simple majority of the Member States and present and voting. RULE 5: Composition of the Dais Each Committee under Hunan University Model United Nations Conference 2012 shall have one Chair, one Vice-chair one Director and one Rapporteur. RULE
