The Gerber format is a 2D bi-level vector image file format: the image is defined by resolution-independent graphics objects. (Bi-level or binary means that the image takes one of two values in each point, typically black or white.) A single Gerber file specifies a single image. A Gerber file is complete: it does not need external files or parameters to be interpreted. One Gerber file represents one image. One image needs one file only.
