This book is a summary of my 32 years of experience in designing and building computer software: 7 years in the U.S. Army building software, and 25 years at the Jet Propulsion Laboratory. This period of accumulated experience also includes the information I gathered as a software management consultant to some of the finest and best U.S. corporations—indeed, the giants in our industry. The problems of quality, cost, and schedule have proven to be the same, end to end, wherever I was invited to help out. The phenomenon of schedule vs. cost vs. quality in computer science holds true for Germany, France, Holland, Denmark, and the rest of the European countries as well. I have no experience with Japan, China, or India directly, but there is no reason to believe that their computer scientists and software professionals are any different from ours.
