之前配置好后能正常使用，但以后在启动agent的时候，失败，提示如下：
[oracle@ocm1 bin]$ ./emctl start agent

The agentTZRegion value in /oinstall/agent10g/agent10g/sysman/config/emd.properties is not in agreement with what agent thinks it should be.Please verify your environment to make sure that TZ setting has not changed since the last start of the agent.
If you modified the timezone setting in the environment, please stop the agent and exectute 'emctl resetTZ agent' and also execute the script mgmt_target.set_agent_tzrgn(<agent_name>, <new_tz_rgn>) to get the value propagated to repository.
Consult the log files in: /oinstall/agent10g/agent10g/sysman/log
看到是因为时区的信息与配置文件中的不一致了，修改emd.properties中的时区与之前的时区一致，启动正常，时区的设置对于agent很重要，要是2变的时区不一致或每有，会导致agent无法上传文件信息。
