服务里面Oracle服务启动了吗？

用 STARTUP MOUNT 方式启动了。
之后用 alter database open 就不行了。

楼主在pfile里面把*.processes=150 改成300试试..

starup时指定pfile
eg：startup pfile=..\..\initSID.ora

ORA-00020: maximum number of processes (string) exceeded 
Cause: All process state objects are in use.
 
Action: Increase the value of the PROCESSES initialization parameter.
