'com.android.support:appcompat-v7:${rootProject.ext.buildToolsVersion}'
equals
"com.android.support:appcompat-v7:\${rootProject.ext.buildToolsVersion}".
so it should be "com.android.support:appcompat-v7:${rootProject.ext.buildToolsVersion}" with double quotes.
