办法：把PHP版本disable_functions这个中的putenv去掉，这个意思就是putenv被PHP对应的版本禁用了，要放开！

因为权限组的问题，当定时任务执行时，日志文件还会变成root用户组的问题。
在config/配置文件中daily中添加'permission'=>0666，
在.env文件中添加LOG_CHANNEL = daily
或者直接将根目录下的storage从root修改为www权限
