oracle9i 创建数据库时出现 12546:tns 许可被拒绝 的错误；

今天装oracle弄半天没有装上，前后共装了5次；

系统配置：两个四核心的cpu，16GB内存，64位 windows 2003系统；

oracle 版本是 oracle 92  ,我装的企业版；

 

最后创建数据库时出现 12546:tns 许可被拒绝  的错误；

 不知道是为什么？

最后无功而反；

貼一下 tnsnames.ora文件看看，應該是網絡配置不正確。

是安装的时候同时创建db，还是安装后通过dbca来创建db？建议安装的时候不要创建db。
