asp 调用webservice 遇到 GBK 转换UTF8问题

我现在用ASP调用WEBSERVICE,遇到中文转换的问题,我是用XMLHTTP调用的,中文一传过去就是乱码.在网上找了很多GB转换UTF8的方法,但都好像不行,希望高手帮忙,谢谢

调用代码如下:
