这个类似问题我遇到过：
vim 打开/opt/oracle/server/sysman/lib/env_emagent.mk 在文件中加入一行：EXPDLIBS=-lnnz11

Once the file exists, do:
vi $ORACLE_HOME/sysman/lib/ins_emagent.mk
Search for the line
$(MK_EMAGENT_NMECTL)
Change it to:
$(MK_EMAGENT_NMECTL) -lnnz11
