I had same problem too. When I changed a command mysqldump

mysqldump -u root db_name > db_name.sql

mysqldump -u root db_name > db_name.sql。

it works at restoreing mysqldump.

you can try to change your login user?

maybe the user when you create database is not the same as the user you backup your database ?
