In WAMP, the intl extension is “activated” by default but not working. To make it work you have to go to php folder (by default) C:\wamp\bin\php\php{version}, copy all the files that looks like icu*.dll and paste them into the
apache bin directory C:\wamp\bin\apache\apache{version}\bin. Then restart all services and it should be OK.
这句话解释一下，就是把D:\wamp1\bin\php\php5.5.12(我的wamp安装在d盘)下带有icu*.dll的文件。例如以下所看到的：
放到D:\wamp1\bin\apache\apache2.4.9\bin中。重新启动下一个apche所有的服务可以！
