Abstract：Due to the fact that the data writing and data transmission mode of current Voyage Data Recorder( VDR)dones’t support real—time data access，and the data can only be read and transmitted after VDR is fully written，the method that VDR file is segmented to store and transmit is proposed．Its time performance is analyzed and it is tested by simulation and good effect is achieved．
